Lobbying is

  • One type of advocacy.
  • An attempt to influence specific legislation or administrative action.

Lobbying can be directed to

  • A legislator, their staff, or another governmental employee, when lobbying expresses a view on specific legislation or administrative action.
  • The public, when lobbying expresses a view on a specific ballot measure or on specific legislation/administrative action. It urges readers to contact respective government officials or employees.
